Mahoning County Jail Inmate Search & Roster 2026

Mahoning County, Ohio · Current roster and family action guide

Mahoning County Booking Lookup, Recent Arrests, Releases, Visits and Jail Services

The Mahoning County inmate system is more useful when you know which list to open. The active roster checks current custody, the recent-booking view helps after a new arrest, and the recent-release view helps when a name suddenly disappears.

This guide explains the full process in plain language: how to verify the correct person, what the roster fields mean, what to do when no result appears, how video visits work, where to send mail or money, how phone calls and commissary operate, and how to find the court handling bond or release.

Identity and legal-status warning: A roster entry is not proof of guilt. Match the inmate ID, date of birth, booking number, booking date and arresting agency before taking action. Charges, bond, court assignments, release and transfer status can change after the roster is posted.

Start with the correct list

Choose the Mahoning County roster view that matches your situation

A
Is the person in custody now?

Use the Active Inmate Roster. A blank release-date field normally indicates the person is still listed as active at the time of the search.

B
Was the arrest very recent?

Use Recent Bookings. This view is easier than scanning the full alphabetical roster when the person entered booking during the last few days.

C
Did the name disappear?

Use Recent Releases. A release date can explain removal from the active roster, although transfer to another agency is also possible.

Save these details immediately: full displayed name, inmate ID, booking number, booking date and arresting agency. They make every later phone, mail, deposit, court and release question easier.

What each Mahoning County roster field tells you

The public list is a custody snapshot. It identifies the booking but does not replace the criminal court docket.

Mahoning County public inmate fields decoded
Field Meaning Best next use
Displayed name The name associated with the jail record. Compare spelling and suffixes; do not rely on it alone.
Inmate ID The person’s jail identification number. Use it for identity verification, mail and inmate-service questions.
Date of birth A primary same-name matching field. Confirm the correct individual before sending money or contacting others.
Booking number The identifier for that booking event. Give it to jail staff and use it to separate multiple bookings for one person.
Booking date The date the person entered the Mahoning County booking process. Compare it with the known arrest date and distinguish new from older cases.
Arresting agency The agency that brought or lodged the person. Helps identify the likely court, warrant source or transfer context.
Release date A completed release date when shown in the release view. Use the date to confirm removal from active custody, then call if transfer remains possible.
Photo A booking image associated with the jail entry. Treat only as a supporting clue; photographs alone are not reliable identification.
What the roster does not answer by itself: final charges, indictment status, complete bond conditions, upcoming hearings, attorney assignment, court disposition and every outside-agency hold. Use the court record and a jail call for those questions.
No-result troubleshooting

No Mahoning County inmate record found? Follow this order

Arrest happened only hours ago Booking includes searches, personal-data entry, fingerprints, photographs, uniform issue, medical screening and classification. The record may not be public yet.
The name may be recorded differently Try the last name alone, maiden or former names, spacing changes, hyphenated versions and suffix variations.
The person was recently released Open the Recent Releases view and compare the booking number, date of birth and release date.
A city police department made the arrest The person may still be at another holding location or awaiting transfer. Call the arresting agency shown on paperwork.
The roster previously showed ICE or another federal agency The person may be a federal detainee or may have transferred to federal custody. Ask which agency now has responsibility.
The court case exists but the active roster is blank The defendant may be out on bond, released, transferred or connected to an older case. Use the court case search.
The person may be in state prison A sentenced person may have transferred to the Ohio Department of Rehabilitation and Correction rather than remaining in the county jail.
You still cannot confirm location Call 330-480-5000 with the exact name, date of birth, booking number, arrest date and arresting agency.
Useful call script “I am trying to confirm the current custody location of [full name], date of birth [date]. The arrest occurred around [date] through [agency]. I have inmate ID [number] or booking number [number]. Can you confirm whether the person is active, released or transferred?”

What happens after admission to the Mahoning County Justice Center?

Search and property removal Valuable property and prohibited items are removed, inventoried and recorded. Money is deposited into the inmate account.
Personal information, fingerprints and photograph The jail records identifying data, fingerprints the person and takes a booking photograph.
Uniform, hygiene and facility property The inmate showers, changes into jail clothing and receives basic issued property such as bedding, towel, shoes and a hygiene kit.
Physical and mental-health screening A preliminary screening looks for immediate medical, disability, mental-health and safety needs.
Calls for attorney, bail or family contact The handbook provides a reasonable opportunity after booking to contact counsel, seek release and contact a person of choice.
Classification and housing The person is assigned minimum, medium or maximum custody based on classification criteria. Housing can later change.
Court order, release or continued detention The Sheriff has no authority to release a person without proper court authorization, and the booking process must be completed before release.
Why a quick release can still take time: Identification, medical screening, fingerprints, court paperwork, account balancing and property return must be completed even when bond or a release order is already expected.

Call preparation: Keep the inmate’s exact displayed name, date of birth, inmate ID, booking number and arresting agency in front of you. Ask one specific question at a time: custody, housing, release, visitation, medical procedure, commissary or property.
Bond and release

How to verify Mahoning County bond without paying the wrong case

The jail holds the person, but the court controls the legal release order and bond conditions. The public roster does not provide every fact needed to make a safe payment decision.

Identify every booking and case Copy the inmate ID, booking number, arresting agency and any case number from court paperwork. Do not assume one booking equals one case.
Find the court handling the charge Search the county case portal. A felony may move to Common Pleas, while a misdemeanor or initial felony appearance may be in a county area court or another municipal court.
Confirm bond with the court clerk Ask for the amount, bond type, acceptable payment method, payment location, identification requirements and whether the clerk is currently able to accept it.
Ask about other holds Another warrant, probation matter, federal detainer, immigration hold or transfer order can prevent release even when one bond is paid.
Verify the recipient before sending money Do not pay from an unsolicited text or call. Independently call the published court or jail number.
Keep proof and confirm physical release Save the receipt, case number, payment time and clerk information. Then call the jail; payment does not mean the person has already exited.
Payment scam check: A legitimate caller should be able to provide a court name and case number that you can independently verify. Do not use gift cards, cryptocurrency or an unrelated personal payment account for a supposed court bond.
Release limitation in the inmate handbook: Mahoning County states that the Sheriff and jail staff cannot release an inmate without a proper court order. Jail staff also cannot give legal advice or change a judge’s bond decision.
Current visitation model

Mahoning County Jail video visitation and special in-person visits

Normal family and friend visits are secured video visits. The current Sheriff page and July 14, 2026 handbook identify Smart Communications as the active provider.

Advance approval

Video visitation must be approved at least 24 hours before the visit.

Free visit

Each inmate receives one free 20-minute video visit per week.

Extra visits

Additional visits may be purchased, subject to scheduling, housing and platform rules.

Create a SmartInmate account Register the visitor with accurate identity and contact information.
Locate the correct inmate Use the full displayed name and inmate ID from the county roster.
Ask the inmate about pod recreation Do not choose a time that overlaps the housing unit’s recreation period. The jail can cancel that visit without notice or refund.
Schedule at least 24 hours ahead Wait for approval before treating the appointment as confirmed.
Use only registered participants Only the people registered and logged for that specific visit may appear. A person under 18 must be accompanied by an adult.
Prepare the room and clothing Remain seated, keep other electronic devices off, wear complete non-revealing clothing and prevent unregistered people from appearing on camera.
Current-provider warning: Older Mahoning County visitation documents may still mention Securus. The current inmate page names Smart Communications and provides SmartInmate support at 1-727-349-1561. Use the current provider before adding funds or scheduling.

Conduct that can end a visit without refund

  • Partial nudity, revealing clothing or removing clothing.
  • Loud, offensive, threatening or disruptive behavior.
  • Using cellphones, tablets, cameras or recording devices during the session.
  • Allowing an unregistered person to join or appear on camera.
  • Violating a court order or engaging in property damage or criminal conduct.
  • Scheduling during recreation, lockdown or another time the inmate is unavailable.

Special in-person non-contact visit

An in-person non-contact visit is not the normal family-visit option. It may be approved under special circumstances by the Jail Administrator. An approved visitor must show government photo ID, pass through a metal detector and leave bags, purses, hats, coats, cameras and cellphones outside the visiting area; lobby lockers are available.

Mahoning County inmate phone calls, PINs and tablet communication

Current provider

Smart Communications / SmartInmate.

Support: 1-727-349-1561

Privacy warning

All inmate calls and communication devices are monitored and recorded. Attorney communications should use approved confidential channels.

Phone rules from the current inmate handbook
Rule Current detail Family impact
Booking calls No longer than five minutes each. Keep the first conversation focused on attorney, bond, safety and essential contact information.
Housing-unit call length Maximum of 15 minutes; high demand may limit an inmate to one call at a time. Prepare important questions before answering.
Phone availability During dayroom hours, except lockdown, meals and inmate counts. A missed call may not be immediately repeated.
PIN Each inmate uses a seven-digit PIN; leading zeroes are added when necessary. The inmate should protect the PIN and never lend it.
Prohibited use Threats, profanity, obscene calls, three-way calls and equipment misuse can cause sanctions. Do not add a third party or encourage conduct that violates the phone rules.
Tablet calling Tablets can also be used for outgoing calls. Account setup may support more than one communication method.
Unexpected account balance: The current Sheriff page warns that money held by a prior telephone provider will not transfer automatically. The account owner must request a refund from the former provider.
Commissary account

How to send commissary money without funding the wrong account

Mahoning County distinguishes the inmate commissary account from the Smart Communications tablet and messaging account. Choose the funding route based on what the inmate needs.

Mahoning County deposit routes
Method Where the money goes What to prepare
Justice Center lobby kiosk Inmate commissary account. Exact inmate name and jail identification information; confirm kiosk prompts before payment.
JailATM online Inmate commissary account selected in the deposit portal. Create an account, locate Mahoning County, verify the inmate and review the displayed fee before submitting.
Check or money order mailed to Smart Communications Smart Communications account, not the ordinary commissary balance. Correct inmate name and jail ID; understand the purpose of the tablet account.
Cash mailed to the mail processor Not deposited. Do not use this method; the handbook says cash is returned to the sender.
Copy the inmate ID from the active roster Do not select an inmate from name alone.
Choose commissary or communication funding Food, hygiene and writing materials use commissary; tablet messages, calls or video may use Smart Communications.
Review the inmate and fee on the final screen Stop if the identity, facility or account type is wrong.
Save the confirmation number Keep the amount, date, account holder and transaction reference.
Call commissary when the payment does not post Use 330-480-4955 and provide the transaction proof without sharing a full card number.

How commissary ordering works inside the jail

  • Commissary is available twice per week on designated days.
  • Orders are submitted through inmate tablets or housing-unit terminals.
  • The inmate must complete the full order, select “save,” then “exit” to submit it correctly.
  • The cost is deducted automatically from the commissary account.
  • Missing or incorrect items must be reported to the housing-unit deputy immediately so the receipt can be noted.
  • An inmate released or transferred before receiving an order has 72 hours to claim it; after that it is forfeited.

Indigent supplies

An inmate without commissary funds must still submit an indigent commissary order. The weekly items listed in the handbook are toothpaste, soap, deodorant, two stamped envelopes, writing paper and personal laundry detergent. Indigent underwear is available on request through the housing-unit deputy.

Postal mail and e-messages

Personal mail address
Smart Communications / Mahoning CO Jail
Inmate’s Full Name / Jail Identification Number
P.O. Box 9153
Seminole, FL 33775-9153
How delivery works

Incoming mail is inspected, uploaded and viewed on the inmate tablet or a housing-unit kiosk. Include a complete return address.

Use the full name exactly as the roster displays it
Include the jail identification number
Place the sender’s full return address on the envelope
Do not send cash
Do not send a package without advance approval
Do not mail clothes, shoes or items from home
Keep content free of pornography and security-risk material
Expect inspection and electronic delivery
Account distinction: A check or money order accepted by Smart Communications at the mail-sorting facility is placed on the Smart Communications account. It is not automatically the same as a JailATM commissary deposit.

Outgoing inmate mail

Outgoing mail must use an authorized envelope, be sealed, correctly addressed, include the inmate’s return address and carry the correct postage. Housing staff collect mail once per shift.

Packages, books and inmate-to-inmate correspondence

  • Packages require preapproval.
  • Family and friends may not send clothes, shoes, books or other items from home.
  • Correspondence between inmates in the same facility is prohibited.
  • Writing to an inmate in another correctional facility requires prior Jail Administrator authorization.

Electronic messages and attachments

Family and friends can send available electronic messages and attachments through the tablet platform. The inmate purchases electronic “stamps.” Messages are monitored and must be approved before delivery.

Inmate property, prison transfers and the 30-day pickup rule

Personal property is inventoried at booking and normally returned when the inmate is released. The jail does not accept new personal property without a court order.

Mahoning County inmate property situations
Situation What the handbook requires What the family should do
Normal release Property and remaining inmate-account balance are returned during release processing. The inmate should report missing property before signing the receipt and leaving.
Sentenced to prison The inmate designates a friend or relative through a property-release form submitted on the tablet or terminal. Wait until sentencing, bring photo ID and collect the property before the transfer-related deadline.
Transferred to prison Property is held for 30 days from transfer. Pick it up within 30 days or it is treated as abandoned and disposed of.
Property left after release The former inmate has 30 days to claim it. Call the jail promptly and ask what identification and authorization are needed.
Family wants to drop off new property No new property is accepted without a court order. Do not travel with clothing or personal items unless the jail confirms a valid exception.
Transfer tip: The property-release form must be completed before staff can release the property, and the designated person must show photo ID. The handbook says property will not be released before the inmate is sentenced.
Health and accountability

Medical care, mental health, grievances and PREA reporting

Medical and dental care

Initial screening

Medical staff screen physical and mental health during admission. The handbook says a complete physical follows within approximately 10–14 days.

Routine sick call

The inmate submits a medical request through the housing-unit tablet or terminal. Dental requests use sick call or a medical request.

Emergency

Notify the nearest staff member immediately. In a cell, the inmate can press the silver intercom button, wait for the deputy and clearly state the emergency.

Ability to pay: A qualifying inmate may be charged for nurse, dental or doctor visits under Ohio law, but the handbook states that necessary medical care will not be denied because the inmate cannot pay.
Family medical call script “I have an urgent concern about [inmate name and ID]. I understand you may not disclose protected medical information. Please tell me the correct procedure for delivering this safety information to medical staff.”

Request and grievance procedure

Ask the housing deputy when the issue is immediate and routine The deputy may resolve simple housing questions without a formal grievance.
Submit electronically when it is not resolved Requests and grievances are filed through the housing-unit tablet or terminal.
Explain the requested outcome Include the issue, relevant dates, staff or location and why a supervisor or specialized unit is needed.
Wait for routing and response A deputy may forward the issue to a supervisor or department with authority to address it.
Appeal an unsatisfactory answer The inmate may appeal through the same process to an Officer-in-Charge, Jail Administrator or designee.
No retaliation for a good-faith grievance: The handbook states that filing a grievance will not bring repercussions. A knowingly false criminal allegation, however, may result in disciplinary action.

PREA sexual-abuse reporting channels

  • Tell any staff member immediately.
  • Place a written statement in an envelope addressed to a chosen staff member.
  • Use a confidential medical request that goes directly to medical staff.
  • Dial *4321 from a Justice Center phone for the PREA crisis center at no cost.
  • Call the U.S. Department of Justice Office of Inspector General at 1-800-869-4499 at no cost.
  • Write to Office of Inspector General, U.S. Department of Justice, 950 Pennsylvania Avenue, Room 4706, Washington, DC 20530.
Immediate safety issue: The inmate should notify staff at once rather than waiting for a routine tablet response. A person outside the jail facing an active emergency should call 911.

Law books are available on request and a law-library application is available on tablets and housing-unit terminals.

Education

Self-paced educational applications and academic materials are available on inmate tablets.

E-book library

The handbook lists more than 10,000 e-book titles on inmate tablets at no charge.

Work assignments

Qualified inmates may work in food service, housekeeping, laundry, landscaping, snow removal or as pod orderlies. Federal detainees cannot work outside their housing units.

Bond was paid Wait for the jail to receive and process the court authorization. Do not assume immediate exit.
The active record vanished Check recent releases, then call to ask whether the person was transferred.
A federal agency made the arrest Ask whether the person remains a detainee at Mahoning County or has moved to federal or immigration custody.
The inmate was sentenced to prison Arrange property pickup through the inmate’s authorization and complete it within 30 days after transfer.
Commissary order was pending The inmate has 72 hours after release or transfer to claim an undelivered order before forfeiture.
Transportation is being planned Keep timing flexible. Court orders, identification checks, account balancing and property return can delay physical release.
Best pickup practice: Confirm physical release by phone before leaving home. Bring appropriate clothing and transportation, but do not try to deliver property into the jail without staff approval.

Mahoning County local tips that prevent common mistakes

Use all three roster views

Active, booked and released answer different questions. A single list cannot show the whole custody timeline.

Do not confuse inmate ID and booking number

Save both. The inmate ID identifies the person; the booking number identifies a booking event.

Arresting agency matters

OSP, ICE, Youngstown, Boardman and the Sheriff may route cases or custody questions differently.

Avoid older Securus instructions

The current county page names Smart Communications. Confirm the active provider before funding an account.

Do not schedule during recreation

The jail can cancel the visit without notice or refund when it overlaps pod recreation.

Fund the right account

JailATM commissary money and Smart Communications mail, tablet or phone funds are not automatically interchangeable.

Mail uses a Florida address

Do not send personal mail to 110 Fifth Avenue. Use the Smart Communications address and inmate ID.

Property has deadlines

Transferred or released inmates can lose unclaimed property after 30 days.

Confirm the court before paying

The roster does not show the complete court-controlled release picture.

Mahoning County Justice Center map and arrival checklist

Confirm the inmate remains in active custody
Save the inmate ID and booking number
Confirm the purpose of the trip with staff
Check weekday lobby hours
Bring government photo identification
Leave prohibited bags and electronics safely outside when instructed
Address warning: 110 Fifth Avenue is the Sheriff’s Office and Justice Center. Court business may require 120 Market Street or an area-court address instead.
