Emergency care

The inmate should immediately tell the deputy assigned to the housing unit. Nursing staff are on duty 24 hours a day, seven days a week at both facilities.

Non-emergency care

The inmate submits a Health Services Request Form directly to medical staff—not to the housing deputy.

Mental-health request

The inmate may use a Health Services Request Form, speak to the nurse during rounds or alert the deputy when the need is urgent.

Regular grievance sequence

Try the immediate chain of commandThe inmate first raises the problem with the unit deputy and, when needed, a sergeant or lieutenant.

Request the grievance formDescribe the problem, incident date, staff involved and earlier attempts to resolve it.

Submit within seven daysThe handbook sets a seven-day deadline unless filing within that period was not feasible.

Allow the initial response periodPBSO provides 15 business days for a response, subject to extension when extensive research is required.

Appeal to the division commanderThe inmate has five days after receiving the response. The commander has seven days to answer.

Final appeal to the majorA second appeal must be filed within five days of the commander’s response. The major’s decision is final.

Reasons a regular grievance may not be processed: It is frivolous, excessive or repetitive, previously answered, or improperly completed.

Sexual abuse, harassment or imminent risk

PBSO zero tolerance

Reports may be made to any staff member. A sexual-abuse grievance has no ordinary filing deadline and may be submitted without routing it to the staff member named in the complaint.

Imminent risk

A grievance alleging substantial risk of imminent sexual abuse may be filed at any hour and must be addressed immediately.

Education

Adult basic education, GED preparation/testing, reading resources and law-library access may be available based on classification and facility programming.
