Virginia Beach Correctional Center Booking Search, Bond, Visits & Release Guide

A Virginia Beach jail search is only the first step. After locating a booking, families usually need the OMS number, charges, bond status, court date, visitation rules, phone setup, current mail address and release information.

This guide brings those procedures together so you do not have to open a dozen Sheriff and court pages just to understand what to do next.

Important geographic note: Virginia Beach is an independent city, not a county. Searches such as “Virginia Beach County Jail” normally refer to the Virginia Beach Correctional Center (VBCC), operated by the Virginia Beach Sheriff’s Office.
Verify identity before acting. A jail booking or criminal charge is not proof of guilt. Compare the full name, booking/OMS number, booking date, age or other available identifiers before sending money, contacting others or relying on a record.

What are you trying to find right now?

1 Is the person in jail?

Use the current VBSO inmate lookup. Save the booking/OMS number as soon as you confirm the correct person.

2 Can the person bond out?

Read each charge and bond entry. A secured bond on one charge does not guarantee release when another charge or hold exists.

3 What happens next?

Use the court case number to check arraignment, bond hearing, preliminary hearing or Circuit Court proceedings.

Primary intent

How to perform a Virginia Beach Jail inmate search correctly

The Virginia Beach Sheriff’s Office provides its own current-inmate lookup. The system is intended for people presently in Virginia Beach Correctional Center custody and can show charges, bonding information and mugshots when available.

Open the official current-inmate lookup Search the person’s name in the VBSO inmate system rather than relying on a third-party arrest database.
Begin with the simplest version of the name Try the last name and first name before adding assumptions about a middle name, suffix or spelling.
Open the possible booking record Compare the person’s identifying information, booking date, charges and other available details.
Save the Booking # / OMS number VBSO refers to the inmate identifier as an OMS number. The Sheriff’s canteen page explains that the OMS number appears as the Booking # in the inmate lookup.
Write down each charge and bond entry separately One booking may contain several charges with different bond conditions.
Use the OMS number for jail services You will need the correct identifier for mail, canteen deposits and other inmate-related transactions.
Use the court case information for the next legal step Jail information answers the custody question. Virginia’s court system is the better source for scheduled hearings and the progress of the criminal case.

Virginia Beach booking record decoder: what the fields mean

Use the booking record as an action sheet
Booking detail What it tells you What to do next
Booking # / OMS The jail identifier connected with the inmate. Save it for mail, deposits, service-provider accounts and calls to VBSO.
Booking date When the person entered the Virginia Beach booking process. Use it to distinguish a current arrest from an older case or similarly named person.
Charge The allegation associated with the booking. Check the Virginia court case because the charge can later be amended, dismissed or resolved.
Bond information Shows whether a bond has been set for that charge and may indicate its amount or status. Review every charge and ask about additional holds before paying a bond.
Mugshot Current-inmate lookup may display a booking photograph. Do not treat a photograph or arrest alone as proof that an allegation is true.
Court/case information Connects the custody event to a judicial proceeding. Search the Virginia judiciary system and verify the hearing with the clerk.
The most useful number to save: the OMS/Booking #. It is the jail-side identifier that appears repeatedly in VBSO procedures.
Troubleshooting

No inmate found in the Virginia Beach Jail search?

The arrest just happened Booking includes record creation, fingerprinting, photographing, medical screening and classification. A person may not appear instantly.
The name may be different Try fewer name fields, a legal surname, maiden name, hyphenated surname or a different suffix.
The person may already be released VBSO describes its public lookup as a current-inmate system. Released-person information may require a records inquiry rather than a current roster search.
The arrest may involve another locality Nearby Norfolk, Chesapeake, Portsmouth and regional/state facilities operate separate custody systems.
The person may have transferred to state custody VBCC houses some inmates who are awaiting transfer to the Virginia Department of Corrections.
You found a court case but no inmate A criminal case can remain active after release. Continue with the court system rather than assuming the person remains jailed.
Useful call script “I am trying to verify whether [full name] is currently in the Virginia Beach Correctional Center. The arrest may have occurred on [date]. I have [date of birth / booking number / case number if known]. Can you tell me whether the person is in current custody or if I should check another agency?”

What happens after someone is booked into Virginia Beach Correctional Center?

The VBSO’s May 2026 inmate rulebook gives unusually detailed information about intake, which is useful for families trying to understand the first several hours after an arrest.

Intake record is created The person’s entry is recorded in Intake.
Search and property inventory Personal effects are inventoried and maintained by the Property Division. The inmate receives a property voucher listing personal belongings.
Medical and classification screening VBSO says inmates are screened by Medical and Classification before receiving a housing assignment.
Identification card is issued The inmate must keep the correctional-center ID card in their possession. The May 2026 rulebook lists a $15 replacement fee for a lost or altered card.
Bond decision An arrested person is taken before a magistrate who determines the type and amount of bond when legally appropriate.
Housing assignment If the person cannot make bond, Classification determines a custody level and generates a housing assignment.

Room-and-board charge listed in the 2026 rulebook

The May 2026 inmate rulebook states that, under Virginia Code §53.1-131.3, inmates are charged a total $3 per day room-and-board fee. It describes $1 per day being charged while at VBCC and an additional $2 per day being added upon release.
The rulebook also says a person found not guilty, or whose jailable offense is dismissed or nolle prossed, may be entitled to reimbursement of room-and-board charges for days served on that offense and must contact VBCC Accounting to arrange reimbursement.
Bond and release

How Virginia Beach Jail bond works after an arrest

Virginia Beach uses the Virginia magistrate and court process. The jail itself does not decide guilt and VBSO staff do not choose a bondsman for an inmate.

Personal Recognizance

A magistrate may determine that a PR bond is appropriate and permit release on the person’s signature subject to the bond conditions.

Secured bond

When surety is required, the magistrate sets the amount. The VBSO rulebook says cash or property may be used where permitted.

Professional bondsman

An inmate unable to post cash or property may use a professional bonding agent. VBSO staff do not recommend one company.

When the magistrate does not grant bond

The May 2026 rulebook states that a person who does not receive bond from the magistrate remains in custody and has an arraignment with a judge on the next business day.

The inmate may request bond reconsideration. If the person wants a lawyer present and does not already have retained counsel available, the hearing may be set for a later date.

Virginia Beach bond decision path
Status What it means Family action
PR bond Release may occur based on signature and court-imposed conditions. Wait for jail release processing to finish before arranging pickup.
Cash/property bond A financial condition has been imposed. Confirm every charge and hold before transferring money.
Surety/professional bond A licensed bonding agent may be used. Verify licensing, written charges and refund/nonrefund terms independently.
No bond Release is not presently authorized under that decision. Check the upcoming arraignment or bond hearing rather than trying to pay a nonexistent bond.
Virginia Beach Magistrate’s Office

757-385-1801 · 757-385-4724

Magistrates are available 24 hours a day, seven days a week and are responsible for duties that include setting bonds.

Do not assume bond payment equals immediate release. Jail processing, another charge, a detainer, court order or transfer matter can keep a person in custody.

Device

Use a compatible web-enabled device and a properly configured GettingOut account.

Monitoring

VBSO states that inmate visits and calls are monitored and recorded, except communications protected by applicable law.

Telephone & tablet

Virginia Beach Jail phone hours and communication accounts

Phone availability

VBSO says the inmate phone system generally operates daily from 9 a.m. to 11 p.m.

Midday restriction

The May 2026 rulebook describes a 12-2 p.m. midday lockdown during which normal phone access is unavailable.

Free monthly call

Effective June 1, 2025, each inmate receives one free five-minute phone call per month.

Phone availability can be restricted for inmates in special housing or whose privileges have been suspended for institutional rule violations.

ViaPath / GTL account structure

VBSO explains that communication funds are separated into two account categories:

Communication account

Used for regulated communication services such as telephone calls and video visitation.

Tablet account

Used for non-regulated services such as messaging, movies, games and other available tablet features.

Depositing money into the wrong account can leave the inmate unable to use the intended service even though funds exist elsewhere in the provider system.
ViaPath / GTL customer service

877-650-4249

Third-party calling: the May 2026 inmate rulebook says third-party calls are not permitted. Detection can result in the outside number being blocked for 30 days and an institutional violation for the inmate.

What can canteen money buy?

VBSO describes canteen as supplementing basic jail-issued items with products such as additional clothing, food, hygiene products, portable radios, games and other authorized goods.

Virginia law requires canteen profits to be used for educational, recreational or other programs benefiting inmates.

What happens if an inmate is released before canteen delivery?

The May 2026 rulebook says the released person has three business days after release to arrange pickup of a pending canteen order through Accounting. Orders not collected by the end of the third business day may be destroyed or donated.

Major 2026 change

Virginia Beach inmate mail changed in July and August 2026

Do not use an old Virginia Beach Jail mail guide. VBSO changed personal-mail processing on July 27, 2026 and stopped accepting directly mailed books, magazines and periodicals in August 2026.

Current personal mail address

Virginia Beach Correctional Center
Inmate’s Full Name, Inmate Identifier (OMS Number)
P.O. Box 247
Phoenix, MD 21131

Family and friend letters, photographs and drawings sent to this address are processed for electronic delivery through the inmate tablet’s Facility Messages application.

Include all four of these details

Full facility name: Virginia Beach Correctional Center
Inmate’s complete name
Correct OMS number
Sender’s full name and physical mailing address
Never send checks, money orders or privileged attorney-client mail to P.O. Box 247 in Phoenix. VBSO explicitly says those items must continue through their separate established procedures.

Direct book shipments ended in August 2026

VBSO announced that beginning August 10, 2026, books, magazines and periodicals would no longer be accepted by direct mail. Beginning August 24, 2026, books received at the jail are returned to sender.

Inmates instead have access to reading material through tablets and the facility’s book cart. VBSO says the book cart makes deliveries twice per month and free book content is available for streaming through the tablet system.

This 2026 mail change supersedes older rulebook language that discussed publisher-delivered softcover books. Use the newer Sheriff’s mail notice for current family-mail and book-shipment decisions.

Examples of prohibited mail content

Money and gifts

No cash, checks, monetary items, gift cards, bus passes, prepaid phone cards or food in ordinary personal mail.

Attachments and substances

No tape, glue, staples, paper clips, stickers, glitter, lotion, perfume, lipstick, liquids or unknown substances.

Security-restricted material

No gang-related, sexually explicit, tattoo, weapon, explosive, escape, criminal-activity or coded material.

Office supplies

No blank stationery, blank paper, stamps, prepaid envelopes or writing instruments.

Threats and prohibited content

Threats, extortion, obscenity and material advocating violence or facility disruption may be rejected.

Unauthorized inmate-to-inmate mail

Correspondence not authorized under facility rules may be treated as contraband.

Virginia Beach inmate property pickup and drop-off rules

The May 2026 inmate rulebook provides detailed Property Window procedures. Families should not arrive with ordinary clothing or personal effects expecting the jail to accept them.

Property Window hours listed in the May 2026 rulebook
Day Hours Note
Monday-Thursday 12-5 p.m. and 7-9 p.m. Property window located by the Magistrate’s Office.
Friday 12-5 p.m. No evening window listed in the May 2026 rulebook.
Saturday-Sunday 12-5 p.m. and 7-9 p.m. Subject to operational change.
Holidays Closed Do not travel without confirming around holidays.

Items accepted for drop-off are tightly limited

The rulebook identifies court clothing for a jury trial, eyeglasses and valid photo identification among the limited items accepted by Property. Eyeglass/contact-lens accessories are not accepted.

How an inmate releases property to someone outside

Inmate submits a Property Release Form The inmate initiates the process from inside the facility.
Property must be specifically itemized The May 2026 rulebook says vague descriptions such as “release all items,” “jewelry” or “wallet with all contents” are not accepted.
Recipient goes to the Property Window Confirm operating hours first, especially Friday evenings and holidays.
Medical & mental health

Virginia Beach Jail medical care, sick call and published fees

VBSO’s May 2026 rulebook states that emergency and non-emergency medical and health care services are available to inmates 24 hours a day, seven days a week, and that indigent inmates are not refused care.

Emergency versus routine medical requests

Emergency

An inmate may request emergency care directly through any staff member at any time.

Non-emergency

The inmate uses the sick-call process. The rulebook states that sick-call slips should be handed directly to medical staff during medical rounds rather than to a deputy.

The rulebook says medical rounds occur twice daily in each housing area.

Services listed as free in the May 2026 rulebook

Initial intake screening
Initial physical assessment
Initial dental screening
Mental-health screening
Medical emergencies as determined by medical staff
Follow-up visits required by medical staff

Published inmate medical fees

VBSO says the facility provides meals, medical care and mental-health care and has National Commission on Correctional Health Care accreditation, most recently receiving reaccreditation in September 2025.
Court routing

How to find a Virginia Beach inmate’s court date and criminal case

The jail roster is not the full criminal docket. Virginia’s judiciary system should be used after you obtain the name and case information.

Virginia Beach General District Court

Handles misdemeanors and traffic cases and conducts preliminary hearings in felony cases. It also handles important early-stage hearings such as many arraignments and bond matters.

Internal problem resolution

Virginia Beach inmate grievance procedure and deadlines

The May 2026 inmate rulebook provides a defined grievance sequence rather than allowing inmates to skip directly to a formal grievance in ordinary circumstances.

Try to resolve the issue first The inmate should make a good-faith attempt through ordinary communication with staff, verbally or through an Inmate Request Form.
Allow five working days After submitting the request form, the rulebook requires allowing five working days for a staff response before requesting a formal grievance.
Request a grievance form After exhausting the prerequisite, the inmate may request a Standard Grievance Form from the Grievance Coordinator.
Return the grievance quickly The grievance form must be completed and returned to the coordinator within 24 hours.
Normal written response target The rulebook says a response is normally provided within nine working days unless the inmate is otherwise notified.
Appeal deadlines are short A legitimate appeal form must be requested within 24 hours of receiving the grievance response and returned within 24 hours of receiving the appeal form.

Examples of grievable issues

Alleged violation of civil, constitutional or statutory rights or policy
Alleged criminal or prohibited act by staff
Unsafe, inhumane or unsanitary facility conditions
Selective or inconsistent application of facility policy
Retaliation for using the grievance system
Allegations of sexual abuse
Emergency grievance: the rulebook defines an emergency as a situation threatening an inmate’s life, health or safety, or certain missed-meal situations not caused by the inmate. Emergency grievances are routed through supervisory staff.

How to report sexual abuse or harassment involving a Virginia Beach inmate

VBSO maintains Prison Rape Elimination Act procedures covering inmates, employees, contractors and volunteers.

VBSO PREA / Professional Standards reporting

Phone: 757-385-1971

Email: SheriffPREAhotline@vbso.net

VBSO states that PREA reporting messages are checked every day, seven days a week. A reporter may remain anonymous, although providing the names, location, approximate time and as much detail as possible can help the investigation.

Immediate danger: an inmate should alert jail staff immediately. Someone outside the facility dealing with an active emergency should call 911 rather than wait for email review.

Complaint about VBSO staff or jail operations

External complaints involving Sheriff’s Office employees or policy concerns are handled through the Professional Standards Office.

Professional Standards Office

757-385-1971

pso@vbso.net

For email complaints, VBSO asks that “complaint” appear in the subject line.

VBSO says the complainant receives notice that the complaint was received and is under investigation and is notified again when the investigation is complete.

Indigent inmate supplies, library and basic support

The May 2026 inmate rulebook defines an indigent inmate as someone whose account has remained below the cost of five first-class stamps for 15 days.

Indigent package listed every 15 days

One writing pad
One writing utensil
Five envelopes
One bar of soap
One tube of toothpaste
One toothbrush
One mini deodorant
One 4-ounce shampoo

The rulebook says indigent postage is limited to no more than five first-class-rate letters per week, including legal mail, and must be requested through the designated process.

The 2026 rulebook says inmate library access is available. VBSO’s newer August mail notice additionally says inmates have tablet-based free book content and a facility book cart that delivers twice per month.

Trustee, Workforce and re-entry programs: why classification matters

VBSO screens inmates for work and life programs including GED, substance-abuse programming, Workforce and Trustee opportunities. Eligibility can depend on custody status, behavior, charges, medical factors and available placements.

Earned time / work credits

The inmate rulebook describes opportunities for qualifying participants to earn Good Time and, for some assignments, work credits toward eligible Virginia Beach Circuit Court costs and fines.

Expanded visitation

Trustee and Workforce inmates receive two weekly visits rather than the ordinary one-visit schedule.

Re-entry preparation

Programs are intended to build work habits, education, recovery support and other skills useful after release.

Victim & witness help

Victim notification and Virginia Beach support contacts

The VBSO inmate rulebook recognizes Virginia’s Crime Victim and Witness Rights Act and directs qualifying cases to appropriate victim/witness resources.

Victims may also use Virginia’s VINE/VINELink system for available custody notifications. Automated alerts are useful but should not replace an immediate personal safety plan.

Release or transfer: why an inmate can disappear from the roster

Bond was completed The person may be going through internal release processing and property return.
Court ordered release The jail must receive and process the controlling release documentation.
Sentence ended Release may follow completion of a local sentence and remaining legal requirements.
Transferred to Virginia DOC VBCC houses inmates awaiting transfer to state prison; once transferred, search the Virginia Department of Corrections instead.
Another agency assumes custody A detainer or separate jurisdiction may result in transfer rather than release to the public.
Current lookup no longer displays the person Call VBSO or check court/state custody resources rather than assuming the underlying case disappeared.
Pickup planning: do not promise transportation at a specific minute merely because a bond was paid. Release processing can involve records checks, court verification, classification movement and property return.

Official information incorporated into this guide

This page was built from Virginia Beach Sheriff’s Office jail pages, the VBSO inmate-mail and calls/visits procedures, canteen instructions, PREA and Professional Standards information, the May 2026 VBSO Inmate Rulebook, City of Virginia Beach Magistrate information and current Virginia Court System pages.

Important 2026 freshness note: the Sheriff’s newer July-August 2026 mail announcement controls over older rulebook language where the procedures conflict. Personal mail is now electronically processed through the Phoenix, Maryland address, and VBSO no longer accepts books, magazines or periodicals mailed directly to inmates.
